Worcester Warrior Kitchener, who is from Baschurch and was a student at Adams Grammar School in Newport, has been selected in the second row for the final.
It is a repeat of last year's final when England finished as runners up to New Zealand.
Saracens hooker Jamie George is the one change to the team which beat South Africa 40-21 in semi-final stepping in for London Irish's James Clark.
