Salop's director football was put up for press last Thursday when new boss Gareth Ainsworth was unveiled to the media.
Moore was appointed more than a year ago after leaving Cheltenham to move to the Shropshire club. He, along with chairman Roland Wycherley, played a pivotal part in getting Ainsworth to the Croud Meadow.
Town find themselves in a difficult predicament sitting at the foot of the League One table and Shrews' players have six weeks to prove they have the potential to get Town out of the relegation zone by May.
"In terms of January, myself and Tom are always looking," Moore said when asked about recruitment. "We are always preparing lists and planning ahead to find out what will be needed and what will be required, but a lot of it will depend on how the next six or seven or eight weeks go.
"The players themselves have the biggest say. If they go and perform now week in and week out, then that will be different.
"If they don't perform week in and week out, Gareth will say we need X amount of players or whatever it is, then we'll have those conversations.
"There's a lot of hard work to be done between now and then, make no mistake about it, we are in a difficult situation, so we will do whatever we can - the best we can - when January comes round."
And when it comes to signing players it will be a joint effort that Ainsworth will have the final say on.
"We will collaborate together," he continued. "And Gareth will have the final say on who comes in and who doesn't come in.
"We'll work together, and hopefully we will have the same views, but ultimately, he will have the final say like all previous head coaches have had."
The new Salop boss will be in the dugout for the first time this weekend when they take on Birmingham City in League One.
Shrews will be hoping Ainsworth's positivity will be able to give them a lift in the coming weeks and months ahead.
"The one thing when you get to know Gareth as a person - he lights up a room," he said. "His glass is always half full.
"He wants honesty and integrity, and I was just honest with him.
"People who know me will know that I have the same values in terms of honesty, hard work, and integrity, and I was brutally honest with him, in terms of where we are, where we are going and what we're doing.
"I explained to him where we are at the moment. I left no stone unturned.
"When I showed him around the place, and I showed him what could happen here and where this football club could go - I must have said something right because he's here.
"I just think we connected, we share the same things, the same values, and hopefully we can be a success."
