Turner was back at his desk after attending the Football League annual meeting in Cyprus with the futures of Taylor and Steve Leslie –the other existing Town player to be offered a contract – amongst the items on his agenda.
The duo have a month from the date the original contract offers were made –on May 23 – to reach a decision.
"Neither Jon or Steve have officially responded yet," said Turner.
"In Jon's case there has been an indication from the agent that we will have to talk more.
"But I don't think there will be a major issue and I'm optimistic both lads will sign."
Sealing the future of 18-year-old Taylor would be a huge boost for Shrewsbury after he burst on the scene in impressive fashion in the second half of last season, scoring six goals from a wide position.
Turner was today continuing his quest to strengthen his squad ahead of the club's return to pre-season training in a little over a fortnight's time.
He has been linked in the north west with a move for Accrington's 24-year-old left back Joe Jacobson while there has also been reports in the national media of interest in striker Matt Harrold from League Two rivals Bristol Rovers.
But Turner today declared: "I'm not going to get drawn on any speculation on any issues.".
Left-back is one area Turner could be looking to strengthen after the loan of Mat Sadler from Watford expired following the play-off semi-final defeat to Torquay.
Now a free agent, Sadler is understood to be keen to play at League One, with Notts County one possible destination.
