The visitors scored all their points in the first half, during which centre Joshua Phillips got Cleobury's only reply – Allan Shields converting.
Full-back Matt Jones went over for the only score of a much-improved second half display.
"Woodrush are a very good side," said Cleobury skipper Hylton Smith.
"We were quite slow to get out of the blocks and only had about 10 per cent of the ball in the first half.
"It won't upset us too much to be out of the cup," he added.
"We've got a hard season ahead and we can concentrate on the league now."
