Daniel Leivers, 27, from Wayside in Telford, appeared at Telford Magistrates Court for sentencing after admitting charges of dangerous driving, and driving with cannabis in his system.
Kate Price, prosecuting said both incidents had taken place on December 10 last year.
She said initially police had arrested Leivers at around noon on suspicion of driving while under the influence of cannabis.
He had been taken to Malinsgate Police Station and tested, before being released and told not to drive.
Two hours later at around 3pm, PC Ford, who had arrested Leivers in the first place saw him in his black Citroen C3 at traffic lights in Lawley.
The court was told officers were about to stop the car when it sped away onto Gresham Drive - well in excess of 30mph.
Ms Price described how Leivers ignored red lights and reached speeds of more than 80mph in 40mph zones as he sought to outrun police.
Leivers sped along West Centre Way towards Telford's town centre, crossing white lines while overtaking, and "getting dangerously close to hitting members of the public".
