The authority's projected borrowing stands at £123.7m up to March 2015 - up from the £117.9m in March 2011.

The Conservative opposition today criticised the ruling Labour group, saying borrowing has increased since it took power from the Tories in 2011.

It dismissed claims by Labour that the rise was due to delays in selling assets due to tough economic conditions.

Conservative Leader Andrew Eade added "It is worrying that Labour pledges have been broken so quickly and they are even considering plans that will increase borrowing further."

The 2014/15 budget is set to be agreed at a meeting on February 27. The Conservatives have produced an alternative budget which also suggests an extra £20m of borrowing.

Councillor Bill McClements, Labour cabinet member for finance, said the council plans to recoup cash by selling land, including a field in Newport earmarked for a Sainsbury's supermarket, which would bring in £21million.
